This position is housed within the Pediatric Pandemic Network (PPN): a network of five children’s hospitals (Rainbow Babies, Benioff, Norton, Cardinal Glennon, and Primary Children’s in Utah). Working alongside the EMS for Children Innovation and Improvement Center (housed within the Department of Pediatrics at the University of Texas) and the two Pediatric Disaster Centers of Excellence (funded by the Assistant Secretary for Preparedness and Response), the RPPN is focused on promoting timely, integrated, and equitable pediatric emergency care on a national level. Specifically, the PPN addresses disparities in emergency care readiness for children and disaster planning and response.
This is a grant funded 5-year term limited position. Manages national healthcare systems-based quality improvement collaboratives to improve pediatric disaster planning and response across the United States. The Advanced Quality Improvement Specialist will work closely with project managers, staff and subject matter experts within the PPN and National EMS for Children Innovation and Improvement Center (EIIC). The Advanced Quality Improvement Specialist will support EIIC site within PPN and local/state/regional/national activities. The Advanced Quality Improvement Specialist will be responsible for the overall day-to-day operations and planning of national quality collaboratives and the development of content therein in collaboration with subject matter experts. Together with the Principal Investigator, project managers and other Advanced Quality Improvement Specialists, the Advanced Quality Improvement Specialist will participate in all aspects of the PPN program at the University of Texas and will participate in regional meetings along with project managers at other sites.

Purpose
Candidate will work closely with the Pediatric Pandemic Network hub sites and subject matter experts to develop resources, education, quality metrics and other resources to support the Disaster Networking, Disaster Response, Pediatric Readiness Recognition, and Pediatric Emergency Care Coordinator Workforce Development Collaboratives.
Responsibilities
- Use the Institute for Healthcare Improvement’s Breakthrough Series model as a framework for designing and implementing national quality improvement collaboratives targeting pediatric readiness efforts in emergency departments and EMS agencies, and pediatric disaster planning and response across healthcare systems.
- Liaise with project managers and subject matter experts from the EIIC, Pediatric Disaster Centers of Excellence, national professional organizations and other PPN network sites to develop a coordinated pediatric disaster care capability for pediatric patient care in disasters
- Facilitate table top exercises for QI collaborative participants
- Strengthen pediatric disaster preparedness plans and health care system coordination related to pediatric planning and medical surge in disasters
- Enhance statewide and regional medical surge capacity for pediatric patients via participation in related domain activities
- Increase and maintain health care professional competency through the development and delivery of training and QI education within the QI collaborative structure
- Enhance situational awareness of pediatric disaster care capabilities and capacity and assess regional pediatric readiness
- Support operations for the QI Collaboratives and Pediatric Readiness domains as a Advanced Quality Improvement Specialist and reporting to the Director of Operations at the EIIC and the Principal Investigator.
- Compile best practices, tools and resources generated from the above activities into an online toolkit with support from the Communications domain.
- Manage projects to ensure that implementation and prescribed activities are completed in accordance with specified objectives. Works autonomously but willingly takes direction and responds to constructive criticism. Actively contributes to performance and process improvement efforts.
- Assist with training and onboarding other staff with quality improvement methodology and collaborative design
- Analyze project goals, plan schedule with deadlines for project completion, and develop action plan and processes for project completion from inception to evaluation. Take full responsibility for projects.

- Participate in the preparation of abstracts, research reports, funding proposals, operations and procedure manuals, and other written material and documentation as required.
- Create and review reports and records of activities to ensure progress is made toward specified program objectives.
- Coordinate and facilitate meetings, communications and other operations.
- Out of state travel may be required 1-2x/yr for conferences or meetings.

Required Qualifications
Bachelor’s degree in Public Health, Business Administration, Health Administration, or a related field and five years of demonstrable, relevant work experience. Alternatively, a Master’s degree in a related field and 3 years of demonstrable, relevant work experience. Quality improvement training and/or certification. Prior experience working in the areas of pediatrics, emergency medicine, public health, public policy, emergency management or relevant field. Intermediate skills in Microsoft Office, survey tool (e.g. Qualtrics, REDCap), Zoom and email communications. Is a team player and works within a paradigm of willingness to take responsibility for an overall project even when aspects of project success require contribution from other stakeholders.
