The Regulatory Analyst 2 works collaboratively with key internal staff on the development, review, and submission of regulatory filings, reports, and other materials. Serves as point of contact to provide regulatory interpretation, guidance and counsel to business units.
ESSENTIAL FUNCTIONS OF THE ROLE
Develops regulatory filing materials including Evidence of Coverage, Schedule of Benefits and Summary of Benefits and Coverage for submission with various federal and state regulatory bodies. Corresponds with regulatory bodies to obtain approval.
Works with business units to develop appropriate benefit provisions and exclusions.
Serves as a resource to Communications by performing quality checks of documents to ensure accuracy prior to distribution.
Interprets regulatory requirements; answers questions and provides guidance to business units to ensure regulatory filing materials and new health plan products are compliant.
Manages the communication and negotiation of filings with state insurance department in a manner that will result in timely approval. Communicates with appropriate company personnel to ensure implementation of filings.
Reviews and analyzes state insurance department statutes, regulations, bulletins to determine filing and regulatory requirements.
KEY SUCCESS FACTORS
Five years experience interpreting and summarizing federal and state health insurance laws and regulations
Intermediate level Word, Excel, and Adobe Acrobat, basic PowerPoint
Excellent written and verbal communication skills
Demonstrated ability to communicate clearly, succinctly, and effectively
Ability to summarize complex material/concepts/ideas in a clear and concise manner
Excellent analytical, editing, organizational and presentation skills
Able to monitor, interpret, report, and disseminate policy changes that may impact operational units
Able to work under pressure
Strong knowledge of the Affordable Care Act and Texas insurance regulations
